Seems once again there's alot of myth coming from those not in the know about the Halloween Train. We were told on JapanProbe that few attended this past Saturday's event and it was very low key. Some commentators on other sites even said it was shut down.

Every year near Halloween, a motley horde of gaijin and japanese dressed in Halloween costumes board an unsuspecting Yamanote Train and party on it as it loops through Tokyo. read more »
