Ironically the sailor in question is saying that a voice told him to get in the taxi and stab the driver, and that anyone would have done as the victim. The phrase used by the TV news for the latter was "dare demo yokatta", which Japanese speakers will recognise as common to the confessions of many recent (Japanese) perpetrators of random attacks here, mostly stabbings in public places.
I wonder if that defense will work.
