From an employer's point of view, it must be hard to give someone 20 days off when you're already understaffed. That's probably why so many Japanese don't use their holidays - they don't want to inconvenience their employer.

Of course it's difficult if you're understaffed however having the right ratio of staff to work and handling the holidays that humans (as against robots) require in order to live a healthy and happy life is part of good management. Management is about balancing staff, resources and the work coming in - and it's not like annual holidays aren't something which can be planned for. Any manager who "balances" these factors by bullying or manipulating people into working themselves into the ground is simply a failure at their profession - though, of course, all over the world such bad management is becoming the norm.

Sadly, the goal of modern management is it work the staff to the bone and until they either quit or refuse to sign another contract. The advantage to this is that the company can turn around and sign someone fresh out of college and hard up for work and start the process all over again.
