Science mecca Tsukuba builds a wind farm that fails because the city's notoriously windless. The government covers up by pumping power to turn the sails as if they're working. Then along comes a light breeze, and the sails break. British Rail couldn't do better.

I live real close to Tsukuba in a place called Aoi. I ride the Tsukuba express train all the time. What makes this funny for me is that rapid train on Tsukuba express creates a lot wind at the train station; which sucks real bad. Maybe they could use all the damn wind and use it for the wind mills. They say they are so smart so they should be able to figure out a way to do it.
