This is one of those items that would only work in Japan. Sure, America has its share of dumb criminals; however, people are more likely to pull a gun on you here. Very clever though. I love the part about it being washable.

In America you would get shot for doing such a stupid thing! If you are bring robbed and you decided to throw paint on the guy there is a good chance that you will be shot.

Haha I love it. Wouldn't it make more sense to use some sort of unwashable invisible dye to make it more effective? or maybe just throw a brick instead...

These have been around for years. You see them in post offices and banks, and are the perfect weapon for a country obsessed with baseball.
It's hard to find logic in much of what Japan does, but let me try: The criminal is covered with paint. He knows it washes off so he runs home and throws his shirt in the washing machine. The police have now stealthily followed him back to his house so they can apprehend him and retrieve all the things he's stolen!
