This isn't your typical boarding school, though. It's where they send the worst offending students from all over the country. You won't stop kids like these smoking if they really want to do so. Isn't it better to assign a safe place with some sort of supervision than to have them sneaking out into the woods?

That's precisely what I thought myself, but given that the powers-that-be have zero tolerance for under-age smoking (and zero intolerance for over-age...) then this is the result.
I got the impression that there was not too much re-education going on in the smoking room, however, which I think is the key point to me.
