A recent Gallup poll shows only 26% of Americans have confidence in George Bush, and their confidence in Congress is at an all-time low of 12%. Since U.S citizens don't trust their own government to fulfill its promises, why should Japan?

People seem to hate Bush more than the Congress, though. Not I. I hate the Congress more by a long shot. I am merely peeved at Bush. I reserve my hatred for mayonnaise and other abominations. But your point is well taken - distrust of America's government is darn near universal right about now. Although - I'm unsure about what promise you're referring to.

In this case, the promise to take North Korea off the list if they declared their nuclear programs in full. Even if their name were taken off the list, I doubt the U.S would consider North Korea any less of a threat, so I really don't know what Japan is worried about.

Well, official statements matter even when geopolitical reality is quite different and unchanging. And it's natural for Japan to seek its desired outcome in this instance. (Though, theoretically, wouldn't Japan be happy if the USA went back on that particular promise? It works out for them...)

Yes, that's what I'm trying to say, but I can see how confusing my comments are!
Personally, the whole thing is ridiculous. Firstly, North Korea hasn't been associated with any terrorism since 1984's Korean Airlines bombing. Secondly, no country would be stupid enough to attack Japan since it would result in the Americans dropping a nuke on them. Thirdly, the U.S government calling other nations "state sponsors of terror" is somewhat hypocritical. Finally, if Japan believes the U.S government cares about their abduction claims, they're only fooling themselves.
