If I am not mistaken the aid will still be sent but just not on military planes. It was the Chinese that were concerned about a Japanese military presence in their country and not the other way around.
So Japan has modified the delivery of aid in deference to Chinese opinion which I see as a respectful gesture on the part of Japan.
Fiends or enemies is probably not the best way to categorize the relationship. I would suggest that the relationship is evolving with both parties keeping a somewhat wary eye on the other.

Relations between China and Japan go way back. They have always has a rocky relationship. Japan had to damn near beg China to accept help in the first place.

I think what's more interesting is the power of the web to affect political decisions. Was it so easy to spot on Japanese websites?
