In the survey, 98.5% of the respondents said they had either seen or heard the word ‘‘stress,’’ prompting an agency official to comment that it was a ‘‘reflection of the current state of Japanese society, in which many people feel stressed.’’ Among other loanwords in the survey, ‘‘recycle’’ and ‘‘volunteer’’ were recognized by more than 90% of respondents.

Interesting, but it does not seems like it means much. Just because 98.5% of the respondents had either seen or heard the word "stress" does not mean that they are stressed.

I wonder how many loanwords were on the list. "Ice cream" would have ranked highly I'm sure, but what conclusions about society could the agency official have come to if 99% had seen or heard of ice cream?

I'm absolutely positive they could have made a fabulous link to the rising "obesity epidemic" in Japan - an opportunity missed I think!
